PETIT LARCENY - MASSENA - Village police charged Rebecca E. Despaw, 21, of 1952 County Route 38, Norfolk, with three counts of petit larceny and four counts of endangering the welfgare of a child at 8:20 p.m. Sunday at the Massena Wal-Mart. Police said Despaw engaged in return fraud on two occasions on Jan. 8 and again on Sunday in the presence of her two children. She reportedly brought a receipt from a past purchase to the store, put similar items in her cart and then attempted to return them for cash. The items from Jan. 8 included a deep fryer with a two-year service plan she purchased and a pair of rubber boots. Those items had a combined value of $189.24.

UNINSPECTED MOTOR VEHICLE - MASSENA - Village police ticketed Amanda M. Bastedo, 24, of Akwesasne for operation of an uninspected motor vehicle following a traffic stop at 5:26 p.m. Sunday on Stephenville Road.

SPEEDING - MASSENA - Village police ticketed Tara L. Church, 43, of Massena for speed in zone at 4:24 p.m. Sunday following a traffic stop on Andrews Street.

UNINSPECTED MOTOR VEHICLE - MASSENA - Village police ticketed Eugene R. Ditullio, 50, of Massena for operation of an uninspected motor vehicle at 11:51 a.m. Sunday following a traffic stop on Maple Street.
